Age 56, on Sunday, March 26, 2023. Beloved Son of the late William A. and Marsha (Rovitto) Welsh. Loving Brother of Ann Marie (Glenn) Boylan. Nephew of the late Katherine A. Swisher. Billy was truly a kind soul and he would do anything for anybody. One of Billy’s favorite hobbies was fishing with his dad.
